They begin filtering immediately in order to stop a mass wave of bad traffic from hitting your servers. The other type of service provider provides reactive service in which it is your personal responsibility to inform your provider when you think that there is an attack taking place. In this scenario, a majority of providers have a 15 minute guarantee, in which they make a commitment to their customers to begin filtering an attack within 15 minutes of being notified that its taking place.
