Is Hosted VoIP Voice Quality Safe with BYOB?

I’ve ALWAYS been told by engineers, that if a business has over ten users and needs extremely reliable hosted VoIP voice quality, a dedicated MPLS circuit needs to be installed so that their voice traffic travels over a protected environment (i.e. not the public Internet). Is it possible to have excellent, and most importantly, SAFE voice quality over BYOB (bring your own bandwidth)?
